The biggest difference comes with speciality. People Advisory Services focuses on programmes and projects that have to do with People - behavioural change, tax work, etc. it's a joint service line between tax and advisory. Business Consulting is more an umbrella term for other consulting projects within a business, such as supply chain.
Hope this helps!
